We’re giving away our top content for free, so that it can be used in shows and movies by anyone in the world. Of course there are plenty of websites where you can get quality content if you’re willing to pay, but we created this website so that you can easily access high quality video content at no cost. We like that idea and we believe other people (like you!) will too. So enjoy our free loops and if you have any tips or questions for us, please post them! (2) a. You shall not sell the materials or charge for the use of the materials.

Is this intended to mean that your loops are only for shows where there is no payment?

Nope that is not what it is intended to mean, but I can see why you can read it that way. I will try to put to words what I'm trying to say with this line, then maybe you can share your thoughts on this matter with me.

It's supposed to mean that if you make a video compilation using only materials from the Free Loops website then you are not allowed to charge anyone for the use of it. But if you're performing as a VJ and are using only Free Loops materials, it's okay to charge for your performance (as a VJ), but it's not okay to charge for a DVD of your performance (since there's only Free Loops materials on there and those should be freely available no matter how you used them, see also point b., c. and e. of the agreement). Does that make sense to you?

Maybe it's better to just make point a. read "You shall not sell the materials".. What do you think?

Perhaps it is easier to state what is allowed. :D

eg 'You are free to use the materials in commercial and non-commercial public (and private) performances."

Maybe a Creative Commons license is a good idea, since some clever people have already put in the effort in deciding what the words need to be!
